Le Partenariat international sur l’information et la démocratie est un accord intergouvernemental adopté par 55 pays dans le monde pour promouvoir et mettre en oeuvre des principes démocratiques dans l’espace global de l’information et de la communication. Il a été signé lors de la 74ème Assemblée générale des Nations Unies en septembre 2019.

A travers ce partenariat, les Etats signataires affirment les principes suivants :

L’espace global de l’information et de la communication, qui est un bien commun de grande valeur pour la démocratie, doit soutenir l’exercice des droits de l’Homme, en particulier du droit à la liberté d’opinion et d’expression, et notamment le droit de ne pas être inquiété pour ses opinions et celui de rechercher, de recevoir et de répandre, sans considérations de frontières, les informations et les idées par quelque moyen d’expression que ce soit, conformément à la Déclaration universelle des droits de l’Homme (article 19) ;
L’accès à une information fiable doit être protégé et promu afin de permettre la participation à la vie démocratique et l’exercice de la liberté d’opinion et d’expression ;
L’information peut être reconnue comme fiable dans la mesure où sa collecte, son traitement et sa diffusion sont libres, indépendants et fondés sur le croisement de plusieurs sources, dans un paysage médiatique pluraliste où les faits peuvent donner lieu à des interprétations et à des points de vue variés ;
Conformément au droit international et aux normes concernant le droit à la liberté d’opinion et d’expression, les journalistes et les personnes travaillant dans les médias doivent être protégés dans l’exercice de leurs fonctions contre toute forme de violence, de menace et de discrimination, de détention arbitraire, de poursuite judiciaire abusive, ainsi que contre toute tentative excessive de les empêcher de faire leur travail et d’accéder aux moyens juridiques appropriés, notamment en ce qui concerne la confidentialité de leurs sources le cas échéant ;
Des modèles économiques durables permettant l’exercice d’un journalisme indépendant de qualité doivent être élaborés ;

Les Etats signataires appellent également les fournisseurs de services en ligne qui structurent l’espace global de l’information et de la communication à être responsables, transparents et neutres dans la façon dont ils structurent cet espace.
