A l’instar du GIEC pour le changement climatique, l’Observatoire international sur l’information et la démocratie devra permettre aux Etats, parties prenantes et à l’ensemble de la société de disposer de manière périodique d’un état des lieux complet de la situation en agrégeant l’ensemble des résultats scientifiques.

Le groupe de préfiguration de l’Observatoire sur l’information et la démocratie, composé de personnalités reconnues du monde de la recherche et de la gouvernance internationale, a pour mission de préciser les objectifs, la méthodologie et les moyens de cet Observatoire.

A l’occasion du deuxième Sommet pour l’information et le démocratie, le 22 septembre 2022, le Forum a publié le rapport du groupe de préfiguration intitulé “L’Observatoire sur l’information et la démocratie – Étude de faisabilité”. Le rapport a été présenté aux Etats membres du Partenariat international pour l’information et la démocratie lors de ce sommet. S’appuyant sur la contribution d’experts internationaux, il définit les objectifs et le fonctionnement de l’Observatoire.

Objectifs de l’Observatoire

Définir les objectifs généraux et spécifiques de l’Observatoire afin que celui-ci réponde aux besoins de manière pertinente, notamment les champs et les niveaux d’évaluation principaux, les phénomènes et leurs causes, les effets et risques afférents, ainsi que la structure du rapport.
Définir des recommandations sur la façon dont l’OIID pourra structurer les échanges entre États, plateformes numériques et monde de la recherche.

Chapitre 2

Méthodologie de l’Observatoire

Produire des recommandations sur la méthodologie de l’OIID, en considérant qu’il se fondera sur une méta-analyse de l’espace informationnel, c’est-à-dire sur une agrégation et une synthèse de l’ensemble de la recherche et des données disponibles.
Définir les domaines de recherche entrant dans le périmètre de cette méta-analyse et la façon dont celle-ci sera croisée avec les données sur les évolutions démocratiques.

Chapitre 3

Moyens de l’Observatoire

Le groupe de travail évaluera les besoins humains, techniques et financiers nécessaires aux activités de l’OIID. Il rendra des recommandations sur les compétences à intégrer à l’Observatoire, les moyens techniques nécessaires à l’évaluation de l’espace de l’information et de la communication et à l’analyse des données (infrastructure informatique, matériels, logiciels, environnement de travail coopératif sécurisé, etc.).
